Una nuova ricerca ha dimostrato che anche il settore immobiliare svizzero \u00e8 interessante per il riciclaggio di denaro. Oltre all'elevata stabilit\u00e0 del Paese e alla sua grande attrattiva come luogo di vita e di vacanza, a ci\u00f2 contribuirebbero le notevoli lacune del sistema antiriciclaggio.<\/p>\n<p>\"Oggi \u00e8 relativamente facile acquistare immobili in Svizzera senza essere scoperti con fondi illegali. Questo non deve essere pi\u00f9 possibile. Queste transazioni criminali danneggiano il mercato immobiliare svizzero e l'intera economia nazionale. Inoltre, minano lo stato di diritto e lo sviluppo economico dei Paesi di origine dei fondi illegali\", afferma Martin Hilti, direttore generale di TI Svizzera.<\/p>\n<p>Da un lato, TI critica il fatto che l'ambito di applicazione dell'attuale legge antiriciclaggio non si estende in generale agli attori centrali di una transazione immobiliare - come notai e agenti immobiliari - ma \u00e8 in gran parte limitato agli intermediari finanziari. Nella maggior parte dei casi, tuttavia, questi non sono sufficientemente coinvolti in una transazione immobiliare per essere effettivamente in grado di rilevare e segnalare il riciclaggio di denaro. TI chiede pertanto che il campo di applicazione della legge antiriciclaggio sia adattato allo standard applicabile a livello internazionale per il settore immobiliare: Dovrebbe includere anche altre attivit\u00e0 di notai, agenti immobiliari, avvocati e altre professioni legali indipendenti, nonch\u00e9 commercialisti.<\/p>\n<p><strong>Lex Koller insufficiente, sistema catastale non trasparente<\/strong><\/p>\n<p>La Lex Koller \u00e8 insufficiente anche per quanto riguarda la prevenzione del riciclaggio di denaro, perch\u00e9 la legge attuale non offre strumenti sufficienti per poter riconoscere e punire il riciclaggio di denaro. I maggiori rischi di riciclaggio di denaro nel settore immobiliare svizzero derivano dall'acquisto di immobili da parte di persone straniere e soprattutto di societ\u00e0 di sede estera. In relazione all'attuale revisione della Lex Koller, dovrebbero quindi essere incluse anche misure per prevenire il riciclaggio di denaro nell'acquisto di beni immobili, chiede TI.<\/p>\n<p>Inoltre, secondo TI, le peculiarit\u00e0 del sistema catastale svizzero, in particolare l'incompletezza e la pesantezza del sistema di interrogazione del registro fondiario, contribuiscono al fatto che i casi di riciclaggio di denaro possono essere individuati solo con grande difficolt\u00e0 o non possono essere individuati affatto. L'organizzazione chiede pertanto un aumento della qualit\u00e0 e della trasparenza delle informazioni catastali nel sistema catastale svizzero.<\/p>\n<p>TI Svizzera \u00e8 la sezione svizzera di Transparency International, la principale organizzazione non governativa al mondo nella lotta alla corruzione.
