L'obiettivo \u00e8 quello di frenare l'ulteriore espansione urbana. Per i comuni, tuttavia, questo comporta sfide complesse per le quali spesso non sono sufficientemente preparati, secondo un comunicato stampa dell'Universit\u00e0 di Scienze Applicate e Arti di Lucerna. I proprietari privati e istituzionali hanno le loro idee su ci\u00f2 che dovrebbe accadere nelle loro propriet\u00e0 e nei loro quartieri. La pianificazione al di sopra delle teste delle persone interessate \u00e8 destinata a portare a obiezioni e disaccordi quando la costruzione viene effettivamente realizzata.<\/p>\n<p>L'Universit\u00e0 di Scienze Applicate e Arti di Lucerna, in collaborazione con l'Ufficio per gli Affari Territoriali ed Economici del Cantone di Lucerna e l'Ufficio per la Pianificazione Territoriale del Cantone di Basilea Campagna, ha quindi sviluppato un modello procedurale per lo sviluppo del quartiere all'interno dell'area di insediamento esistente. Il progetto \u00e8 stato sostenuto dall'Ufficio federale dello sviluppo territoriale ARE e dall'Ufficio federale dell'agricoltura UFAG nell'ambito del programma federale \"Progetto modello per lo sviluppo territoriale sostenibile 2014-18\".<\/p>\n<h2>Procedura a pi\u00f9 fasi<\/h2>\n<p>Una procedura in pi\u00f9 fasi, specifica per il territorio, garantisce che le aspettative e le preoccupazioni delle varie parti siano ascoltate e tenute in considerazione nella pianificazione. La procedura \u00e8 gi\u00e0 stata testata in otto comuni. In sette comuni il processo \u00e8 stato completato; in tutti i comuni i progetti hanno fatto un passo avanti verso la realizzazione.<\/p>\n<p>Secondo l'Universit\u00e0 di Scienze Applicate e Arti di Lucerna, la nuova procedura \u00e8 particolarmente adatta ai quartieri in cui sono coinvolti numerosi proprietari - istituzionali e privati - con interessi diversi e quindi il potenziale di conflitto \u00e8 pi\u00f9 alto che altrove. Nei comuni di Sch\u00fcpfheim, Ufhusen, Entlebuch, Emmen e Ballwil, il problema era il centro cittadino o parti di esso, a Sempach e Oberwil un quartiere residenziale. \"La domanda iniziale per il team di progetto in tutti i casi \u00e8 stata: Come possiamo aiutare i comuni che vogliono sviluppare il centro o un quartiere ma non riescono a trovare una soluzione fattibile da soli?\", afferma Ulrike Sturm, responsabile del progetto presso il Dipartimento di Tecnologia e Architettura dell'Universit\u00e0 di Scienze Applicate e Arti di Lucerna.<\/p>\n<p>Prima di tutto, \u00e8 necessario chiarire un malinteso comune: \"La pianificazione \u00e8 spesso fraintesa in questo contesto\", afferma Sturm. \"Non si tratta di qualcuno che deve costruire. Si tratta di creare la possibilit\u00e0 che chi vuole costruire possa farlo, in consultazione con il Comune e in accordo con il Comune stesso.<br \/>\naltri residenti. Questo \u00e8 possibile solo se si riesce a concordare un quadro complessivo per lo sviluppo dell'area\".<\/p>\n<h2>Il \"gruppo di accompagnamento\" ha una posizione centrale<\/h2>\n<p>Al centro dell'approccio al modello sviluppato c'\u00e8 un gruppo di accompagnamento composto a questo scopo, composto da rappresentanti del comune - politica e amministrazione -, esperti di pianificazione e un supporto neutrale al processo; durante il progetto del modello questo era il team interdisciplinare dell'Universit\u00e0 di Scienze Applicate e Arti di Lucerna. Il gruppo di accompagnamento deve garantire che tutti i partecipanti lavorino insieme nei laboratori e che le conoscenze e le competenze locali siano apportate in egual misura. Si dovrebbero ascoltare anche le preoccupazioni e i suggerimenti di coloro che sono meno abituati a farsi sentire in un gruppo pi\u00f9 ampio, ad esempio i proprietari privati rispetto a quelli istituzionali. Il Comune e il gruppo di monitoraggio stabiliscono la procedura in base alla rispettiva situazione. All'inizio potrebbero esserci colloqui telefonici con i proprietari degli immobili, ma si potrebbe anche iniziare con un evento informativo sul progetto o un workshop di idee con la commissione di pianificazione, secondo i responsabili del progetto.<\/p>\n<p>Per questo complesso processo a pi\u00f9 fasi, non \u00e8 necessario conquistare solo i proprietari, ma anche gli studi di progettazione o di architettura coinvolti, che assumono un ruolo a cui non sono abituati: A differenza del solito, non si limitano a negoziare con il cliente, ma devono elaborare proposte per i diretti interessati. Per Sturm, lei stessa architetto, il compito del gruppo consultivo \u00e8 quindi quello di guidare il processo in modo tale che alla fine non ci siano troppi compromessi che compromettano la
