Tuttavia, \u00e8 stata discussa anche la situazione in cui si trova l'industria immobiliare: il settore privato \u00e8 visto come un cattivo avido di profitti che non \u00e8 in grado di fornire gli appartamenti urgentemente necessari. Il moderatore Markus Schmidinger dell'Universit\u00e0 di Scienze Applicate e Arti di Lucerna ha delineato la situazione imbarazzante e ha chiesto: \u00e8 l'industria immobiliare il problema, o forse la soluzione risiede in alternative fondamentali - come le cooperative edilizie - o addirittura in un cambiamento di sistema?<\/p>\n<p>La presenza di Peter Schmid \u00e8 stata un colpo di fortuna per il dibattito sulla propriet\u00e0. Con questo veterano della scena cooperativa immobiliare, un rappresentante dell'altro campo ha preso parte alla discussione - e lo ha fatto in modo estremamente costruttivo. Non che l'evento abbia sorprendentemente aperto un ponte attraverso tutte le divisioni. Ma \u00e8 stato raggiunto un risultato di cui c'era urgente bisogno in un dibattito non sempre chiaro: andare al cuore del disaccordo tra gli schieramenti.<\/p>\n<h3>Driver di costo: prezzi dei terreni<\/h3>\n<p>Il viaggio \u00e8 iniziato con la presentazione del professore della HSLU Christian Kraft. In pochi minuti \u00e8 riuscito a organizzare l'ampio e sfaccettato argomento e ad analizzare le opzioni. I prezzi dei terreni sono emersi come il principale fattore di costo. Kraft ha fatto i conti: A Zurigo sono aumentati in modo cos\u00ec esorbitante che gli affitti di costo nel calcolo del progetto non sono pi\u00f9 significativamente inferiori agli affitti di mercato. Il responsabile dello sviluppo di Allreal ha utilizzato un progetto specifico per dimostrare che anche coloro che dovrebbero costruire appartamenti sono talvolta colpiti dal forte aumento dei prezzi dei terreni. Qualche anno fa, Allreal ha dovuto mettere sul tavolo un lotto di terreno a Zurigo per un totale di 31 milioni di franchi svizzeri, ovvero 17.000 franchi al metro quadro, arricchendo cos\u00ec i proprietari, che in 20 anni avevano ottenuto un aumento di valore di 25 milioni di franchi svizzeri grazie a quattro upzoning. Visti i prezzi elevati dei terreni, gli stessi promotori dei progetti hanno interesse a sfruttare al massimo il terreno, ma spesso non \u00e8 questo l'obiettivo. Perch\u00e9 i terreni potenziali rimangono inutilizzati? Perch\u00e9, secondo Dambacher, gli sviluppatori evitano un lungo dialogo con i politici e rifuggono dai piani di progettazione. Ha lamentato le \"enormi fratture\" e il fatto che la comunicazione con i consiglieri locali sia pi\u00f9 difficile rispetto ad anni fa. Visti attraverso i suoi occhiali cooperativi, tuttavia, apparivano sotto una luce completamente diversa. Il tema dei prezzi dei terreni, ad esempio, ha avuto un ruolo centrale anche nell'indagine di Schmid. Ma mentre Dambacher aveva sottolineato che i prezzi dei terreni erano solo una funzione della domanda elevata e dell'offerta troppo bassa, Schmid vedeva il nocciolo del problema nel processo di creazione del valore aggiunto dei terreni e nel suo assorbimento. Schmid si chiedeva se il valore fondiario aggiuntivo creato dall'upzoning, ad esempio, fosse nella natura delle cose. Schmid ha trovato il suo principale avversario in Dambacher, che ha risposto che \u00e8 stato empiricamente dimostrato che l'immigrazione \u00e8 responsabile dei prezzi elevati. Il modello cooperativo, che a volte consente affitti bassi grazie a valori catastali invariati da decenni, \u00e8 \"un'isola economica\", e ha affermato: \"C'\u00e8 un valore aggiunto\". Il rendimento della rivalutazione del capitale non viene abolito nel modello cooperativo, ma ridistribuito, come ha poi aggiunto Christian Kraft. Il beneficiario in questo caso \u00e8 l'inquilino, che pu\u00f2 vivere in una posizione desiderabile a un prezzo vantaggioso. Da non dimenticare: Anche in questo modello c'\u00e8 un proprietario, il socio della cooperativa, e si potrebbe dire che viene privato del guadagno di valore.<\/p>\n<h3>L'industria deve curare la propria immagine<\/h3>\n<p>Alla fine \u00e8 stato discusso anche il grande elefante nella stanza: la questione del cambiamento del sistema, l'abolizione della propriet\u00e0 privata della terra. Uno degli interventi pi\u00f9 intelligenti della serata \u00e8 stato quello di Christian Kraft, secondo cui anche richieste fondamentali come la comunitarizzazione della terra o l'abolizione degli attuali standard di valutazione sono legittime, ma non c'\u00e8 alcuna garanzia che portino all'obiettivo desiderato. Ci\u00f2 che \u00e8 certo, invece, \u00e8 \"una lunga valle di lacrime che tutti dovremo attraversare\" - simile ai dazi di Trump che, come stiamo vedendo, inizialmente scuoteranno il mercato. Le soluzioni che pretendono di essere pragmatiche piuttosto che ideologiche dovrebbero basarsi sul sistema esistente. \"E noi viviamo in Svizzera, dove ci sono diritti di propriet\u00e0\".<\/p>\n<p>La discussione non \u00e8 stata solo appassionata, ma anche onesta, e l'impressione che non ci fosse possibilit\u00e0 di comprensione tra gli schieramenti non si \u00e8 concretizzata. Anche nel settore privato, non tutti i profitti sono considerati sacrosanti: Dambacher, ad esempio, ha suggerito di trovare il modo di sottrarre una parte giustificabile dei profitti speculativi realizzati con la vendita di terreni, a beneficio degli affittuari.<\/p>\n<p>Schmid, d'altro canto, non solo ha mostrato comprensione per le preoccupazioni del settore privato in molti ambiti, ma le ha addirittura condivise: \"Noi cooperative siamo afflitte dalle stesse preoccupazioni\", ha detto alla luce dei numerosi ostacoli lamentati dagli sviluppatori orientati al profitto - obiezioni, processi lunghi, aumento della densit\u00e0 normativa attraverso l'ESG e ora anche la protezione del paesaggio urbano dell'Isos. Schmid vede un denominatore comune. Ci\u00f2 \u00e8 stato espresso anche nel fatto che egli vede le conseguenze delle iniziative di protezione degli alloggi di Zurigo come negative a lungo termine, il che significa che non parla a nome del campo cooperativo nel suo complesso.<\/p>\n<p>Il settore immobiliare ha espresso commenti autocritici: Negli ultimi tempi la rappresentanza degli interessi \u00e8 stata troppo influenzata dalle lobby e non sempre comunicata in modo intelligente. Alla luce dell'umore negativo della societ\u00e0, il moderatore Markus Schmidinger ha concluso la serata con un appello: \u00c8 giunto il momento che il settore si rimetta in gioco e lavori sulla
