La crisi abitativa, di cui si discute animatamente, \u00e8 un tema che attualmente \u00e8 al centro dell'interesse pubblico nel settore immobiliare. Non \u00e8 quindi un argomento sbagliato da discutere con il <em>Colloqui sulla propriet\u00e0 svizzera<\/em> per la prima volta a Berna. Ci\u00f2 \u00e8 avvenuto in collaborazione con l'Universit\u00e0 di Scienze Applicate di Berna e con il suo docente di immobili Boris Sz\u00e9lpal, che ritiene che il dialogo con l'industria immobiliare appartenga anche alla citt\u00e0 federale: Il dialogo con l'industria immobiliare appartiene anche alla citt\u00e0 federale, dove stanno accadendo molte cose interessanti. Sul podio del Casin\u00f2 di Berna, a pochi passi dal Palazzo federale, si \u00e8 svolta una discussione molto vivace e a tratti controversa. Ma un'idea si \u00e8 affermata: Non c'\u00e8 modo di evitare la densificazione. \u00c8 chiaro che lo spazio nelle citt\u00e0 deve essere utilizzato in modo pi\u00f9 efficiente. Ma come dovrebbe avvenire la densificazione, come pu\u00f2 avere successo?<\/p>\n<h3>\u00c8 il mix intelligente che fa la differenza<\/h3>\n<p>Il punto di vista dell'architetto apre talvolta prospettive stimolanti sui temi della gestione immobiliare. Andrej Bissig dello studio Von Graffenried Bissig di Berna ha aperto l'evento mostrando lo stato dell'arte attuale in materia di densificazione in architettura. Si tratta di vivacit\u00e0 attraverso un mix di usi, di modi ingegnosi per ottenere una coesistenza di successo nonostante la densit\u00e0 - o proprio attraverso di essa. Bissig ha parlato della sovrapposizione degli usi, della loro distribuzione su diversi livelli. In Svizzera esistono esempi pionieristici in tal senso, come il progetto Kalkbreite a Zurigo, completato nel 2014 e caratterizzato dalla giustapposizione e dalla sovrapposizione di un'ampia variet\u00e0 di usi e di spazi comuni e di incontro. Su scala molto pi\u00f9 ampia, il principio della sovrapposizione sta entrando in gioco anche a Berna, nel sito di Wankdorfcity 3, di cui tutti parlano con l'espressione \"stacked city\". Non \u00e8 solo uno slogan che suona bene: anche i progetti sembrano entusiasmanti. Il concetto si basa su blocchi di utilizzo impilati e sfalsati l'uno sull'altro e collegati da ponti e passaggi. Le persone vivono al piano superiore, lavorano e fanno acquisti al piano inferiore. C'\u00e8 spazio per la socializzazione in cortili interni protetti dal rumore o su una \"terrazza urbana\" a 30 metri dal suolo. Molti a Berna sono curiosi di vedere quanto sar\u00e0 vivibile questa densit\u00e0.<\/p>\n<h3>\"Villaggi urbani\": partecipazione e riuso<\/h3>\n<p>Bissig ha sostenuto che la densificazione ha particolare successo quando riesce a rendere interessanti luoghi residenziali apparentemente meno attraenti. Come esempio lodevole, ha citato il progetto Melchenb\u00fchl a G\u00fcmlingen, un piccolo quartiere residenziale che confina con l'autostrada A6, in cui le varie destinazioni d'uso devono essere disposte in modo tale da creare aree quasi tranquille per la vita e le zone di incontro. Il progetto, che non a torto viene definito \"villaggio urbano\", viene sviluppato con il coinvolgimento dell'omonima cooperativa bernese. Andrea Burkhalter, cofondatrice e co-presidente di \"Urban Villages\", ha presentato la sua visione dello sviluppo urbano. Come l'oratore precedente, ha sottolineato che non \u00e8 solo l'immigrazione nelle citt\u00e0, ma anche il crescente consumo di spazio pro capite a determinare la carenza di alloggi. Il concetto di Burkhalter \u00e8 anche una risposta a questa situazione: prevede appartamenti compatti che si accontentano di meno spazio, ma che offrono un maggiore accesso alle zone di incontro. La partecipazione \u00e8 enfatizzata, anche nello sviluppo degli spazi, ma soprattutto Burkhalter si preoccupa del principio dell'economia circolare. Quattro quinti di tutti i rifiuti in Svizzera sono generati dall'industria edile, cio\u00e8 principalmente dalla demolizione, e la sua impronta climatica - parola chiave \"energia grigia\" - difficilmente pu\u00f2 essere compensata da nuovi edifici, per quanto efficienti possano essere. Burkhalter vuole dare l'esempio che si pu\u00f2 fare diversamente. Uno dei progetti vetrina per il \"riuso\" \u00e8 il Webergut di Zollikofen, dove un antiestetico edificio per uffici sar\u00e0 presto trasformato in un luogo di vivace interazione.<\/p>\n<h3>I vincoli come catalizzatore?<\/h3>\n<p>Si potrebbe obiettare che l'aspetto della sostenibilit\u00e0 aggiungerebbe un ulteriore elemento al dibattito, a volte in contrasto con l'obiettivo reale di creare un'offerta abitativa. Si potrebbe essere tentati di pensare che l'aspetto ecologico complichi il dibattito sull'edilizia abitativa, che dopo tutto \u00e8 una questione sociale, invece di farlo progredire. Questa non \u00e8 certamente la posizione di Markus Mettler, Presidente del Consiglio di Amministrazione di Halter AG. Per Mettler, che ha tenuto l'ultima presentazione, il tema dell'\"energia grigia\" \u00e8 strettamente correlato alla questione abitativa. \u00c8 interessante notare che ha espresso la speranza che la pressione ecologica porti a progressi decisivi nel settore dell'edilizia abitativa. I crescenti vincoli climatici sono un altro argomento a favore della densit\u00e0 urbana che non pu\u00f2 pi\u00f9 essere scartato e, sulla base di valori misurabili, tra cui le emissioni di mobilit\u00e0, \u00e8 chiaro che la vita urbana \u00e8 la migliore opzione in termini di ecologia. La pressione ad agire dal punto di vista climatico rende Mettler ottimista sul fatto che la resistenza alla densificazione dei centri urbani finalmente si placher\u00e0. Ritiene che un problema fondamentale sia che la densificazione \u00e8 attualmente ancora soggetta a riserve di qualit\u00e0. A volte vede interessi acquisiti in gioco e ritiene che i politici dovrebbero dare libero sfogo alle forze di mercato, anche se con clausole come l'offerta di met\u00e0 dello spazio abitativo aggiuntivo a prezzi di costo. Chiede inoltre che le abitazioni siano consentite nelle zone di lavoro.<\/p>\n<h3>\"La digitalizzazione \u00e8 la chiave\"<\/h3>\n<p>La misura in cui il riutilizzo degli edifici esistenti pu\u00f2 essere la chiave per la questione abitativa \u00e8 una questione su cui le opinioni divergono durante la successiva tavola rotonda. In ogni caso, Mettler ha espresso dubbi sul fatto che in Svizzera si possa fare a meno delle nuove costruzioni. Crede nei materiali da costruzione a basse emissioni e che il tema dell'economia circolare possa essere portato avanti anche attraverso la prefabbricazione industriale. In generale, ripone grandi speranze nella tecnologia e nei metodi di lavoro digitali. A sostenerlo \u00e8 stato Armin Vonwil, responsabile ad interim dello sviluppo immobiliare di SBB Immobilien, che si \u00e8 unito alla tavola rotonda. La prefabbricazione degli elementi costruttivi \u00e8 il futuro, ha affermato. E ha aggiunto: \"La digitalizzazione dell'industria edile sar\u00e0 in definitiva la chiave\". La situazione \u00e8 diversa se ci si allontana dalle grandi citt\u00e0. Il che fa sorgere la domanda di Zern: Non avrebbe senso creare l'urbanit\u00e0 che la gente cerca oggi al di fuori dei grandi centri? Si \u00e8 rivelata un'idea condivisibile da tutti. Certo, non funziona senza infrastrutture, ma le aree decentrate sono predestinate alla densificazione, ha detto Bissig. E Mettler ha confessato: Il decentramento era praticamente diventato parte della strategia della sua azienda. Soprattutto perch\u00e9 la resistenza politica \u00e8 spesso molto pi\u00f9 debole in periferia che in citt\u00e0 come Ginevra o Zurigo. Anche il processo di approvazione \u00e8 migliore, ha detto Mettler, che nella sua presentazione non si \u00e8 prodigato in elogi per i processi politici.<\/p>\n<p>Il dibattito \u00e8 stato appassionante e avrebbe potuto esserlo ancora di pi\u00f9, come ha sintetizzato Zern, se anche i politici fossero stati rappresentati nel panel.
