Circa 1,5 milioni di persone vivono nel Cantone di Zurigo. Per poter trarre vantaggio dalla crescita demografica ed economica e, allo stesso tempo, sviluppare ulteriormente l'alta qualit\u00e0 di vita e la posizione nel Cantone di Zurigo, sono state introdotte delle norme. La tutela dell'immagine locale, il rumore e gli inquilini devono garantire una coesistenza moderata, cos\u00ec come il divieto di zonizzazione, di imposte sul valore aggiunto e di riorganizzazione.<\/p>\n<p>Ma la regolamentazione cumulativa sta causando una carenza di alloggi? E dove potremmo o dovremmo rilassarci e dove dovremmo migliorare? Tre esperti hanno discusso queste domande in occasione del 90\u00b0 Real Estate Talk di Zurigo e hanno presentato le loro esperienze e i loro approcci alle soluzioni. Christian Kraft dell'Universit\u00e0 di Scienze Applicate e Arti di Lucerna ha condotto la serata al \"Metropol\" di Zurigo, alla quale hanno partecipato circa 100 persone.<\/p>\n<p><strong>Permessi a basso livello<\/strong><br \/>\n\"La crescita della popolazione \u00e8 enorme in questo momento\", ha introdotto il pubblico all'argomento, illustrandolo con i dati della strategia di sviluppo territoriale a lungo termine del Cantone di Zurigo del 2014: secondo questa, il Cantone prevedeva 280.000 persone in pi\u00f9 entro il 2040, l'80% delle quali avrebbe vissuto nelle aree urbane. 140.000 persone sono gi\u00e0 immigrate. \"Questo significa che il 50% delle previsioni si \u00e8 gi\u00e0 avverato\", ha detto Kraft.<\/p>\n<p>Naturalmente, le persone in pi\u00f9 hanno bisogno di spazio per vivere. Tuttavia, secondo Kraft, anche il tempo medio per l'approvazione di nuovi edifici \u00e8 in continua crescita. \"Il numero di appartamenti in affitto approvati per la costruzione \u00e8 attualmente al livello pi\u00f9 basso degli ultimi dieci anni\", ha continuato Kraft. Il termine \"carenza di alloggi\" non si applica attualmente a causa della qualit\u00e0 degli alloggi. Egli attribuisce la carenza di alloggi alla diminuzione e all'attuale stagnazione del numero di domande di costruzione. \"A causa dell'aumento dei tassi di interesse e dei finanziamenti, molti costruttori hanno rinviato o cancellato i loro progetti edilizi\", ha detto Weinert. Ma anche il numero di permessi di costruzione \u00e8 in forte calo. Queste non sono state quasi mai concesse a causa di molte obiezioni e per motivi legali, ha detto. Mentre l'offerta di appartamenti diminuisce, la domanda continua a crescere. Questa tendenza \u00e8 rafforzata dal fatto che sempre pi\u00f9 persone anziane vivono pi\u00f9 a lungo nei loro appartamenti e anche i pi\u00f9 giovani vivono pi\u00f9 spesso in nuclei familiari composti da una o due persone.<\/p>\n<p>Secondo Weinert, anche se vengono offerti pi\u00f9 appartamenti stagionali, l'offerta di appartamenti in affitto \u00e8 in continua diminuzione. Per gli inquilini, questo significa che se c'\u00e8 una carenza di alloggi, gli affitti offerti aumenteranno drasticamente. Nel 2023 gi\u00e0 del tre percento circa. \"Anche gli affitti esistenti aumenteranno\", prevede Weinert.<\/p>\n<p>Weinert ha motivato la carenza di alloggi con l'esempio dei Grigioni, dove \u00e8 particolarmente difficile trovare un appartamento. Ci\u00f2 si ripercuote a sua volta sugli affitti e quindi sull'onere dei costi abitativi, che sta diventando sempre pi\u00f9 elevato e si attesta attualmente al 28% del reddito.<br \/>\nLa situazione \u00e8 diversa per le abitazioni occupate dai proprietari rispetto agli appartamenti in affitto. \"In questo caso, la situazione sembra attenuarsi\", afferma Weinert. Ci\u00f2 \u00e8 dovuto al fatto che ci sono pi\u00f9 immobili sul mercato e ci vuole pi\u00f9 tempo per trovare un interessato.<\/p>\n<p>Infine, il moderatore Christian Kraft ha sintetizzato: \"Poich\u00e9 la crescita della domanda \u00e8 pi\u00f9 forte della crescita della popolazione con un contemporaneo basso livello di pianificazione, la pressione sulle citt\u00e0 sta quindi aumentando. Ma come possiamo creare lo spazio nelle citt\u00e0?\". Kraft ha posto questa domanda al relatore successivo, Nicola Haas, membro del consiglio direttivo di Refolio Real Estate, una societ\u00e0 di consulenza che si occupa di architettura, sviluppo di progetti e gestione di portafogli.<\/p>\n<p>Nella sua presentazione, Nicola Haas si \u00e8 concentrato sulla compensazione del valore aggiunto sulla pianificazione dei valori aggiunti e ha messo in discussione la cosiddetta \"tassa di costruzione\" per la densificazione. Ma cos'\u00e8 esattamente la compensazione del valore aggiunto? \"Si tratta di un prelievo statale sul valore aggiunto di un immobile derivante da una misura di pianificazione, come una revisione del BZO con zonizzazione, upzoning o rezoning.<\/p>\n<p>I comuni possono fissare il tasso di prelievo sul valore aggiunto tra il 20 e il 40%. Il compenso per il valore aggiunto viene quindi riscosso con una procedura in due fasi. Dopo l'entrata in vigore della revisione della BZO, viene prima emesso un avviso di accertamento individuale ai proprietari di immobili. In questo modo viene fissata la compensazione per il valore aggiunto. \"Se la licenza edilizia viene rilasciata e l'immobile viene edificato, l'ordine di riferimento diventa esigibile in una seconda fase entro 30 giorni\", spiega Haas. Le uniche eccezioni sono rappresentate da interventi edilizi minori, come ristrutturazioni o ampliamenti di un edificio esistente inferiori a 100 metri quadrati di superficie imponibile. Haas ha sottolineato: \"Ci sono solo delle tendenze, in cui il viaggio sta andando. Quindi non posso proclamare alcuna verit\u00e0 assoluta\". Gli effetti della legge si vedranno solo nei prossimi anni.<\/p>\n<p>Haas, tuttavia, ritiene che la compensazione del valore aggiunto, piuttosto che la densificazione, abbia l'effetto opposto. In generale, per rendere fattibile un progetto edilizio \u00e8 necessario disporre di un elevato livello di liquidit\u00e0. \"La compensazione del valore aggiunto non facilita il finanziamento\", afferma. Al contrario: \"La compensazione del valore aggiunto tassa le plusvalenze non realizzate, e come si fa a pagare una plusvalenza che non porta liquidit\u00e0\", spiega Haas. Per alcuni proprietari, questo rende addirittura pi\u00f9 difficile la realizzazione di un progetto o la esclude del tutto.<\/p>\n<p>Secondo Haas, la compensazione del valore aggiunto tende a contrastare la densificazione interna, poich\u00e9 in alcuni casi rende pi\u00f9 difficile il finanziamento di progetti edilizi con espansione fondiaria, mentre la compensazione del valore aggiunto non influisce sui progetti edilizi senza espansione fondiaria. Inoltre, la compensazione del valore aggiunto renderebbe il consumo di riserve di utilizzo meno interessante dal punto di vista economico rispetto a investimenti alternativi.<\/p>\n<p><strong>Dalla prospettiva di una citt\u00e0<\/strong><br \/>\nInfine, Barbara Thalmann, sindaco di Uster, ha affrontato l'argomento da una prospettiva diversa. Dal punto di vista della citt\u00e0, deve trovare quotidianamente soluzioni con i proprietari di immobili, le imprese edili e la popolazione. \"Uster conta attualmente 36.000 abitanti. Ma la citt\u00e0 deve prepararsi a una crescita del 20-25%\", ha detto. \u00c8 una sfida, ma la citt\u00e0 si \u00e8 preparata a raggiungere questo obiettivo\".<\/p>\n<p>\"A tal fine, abbiamo avviato un concetto di sviluppo urbano e ci siamo posti la domanda di come la citt\u00e0 debba svilupparsi nel perimetro della densificazione\", ha dichiarato il presidente della citt\u00e0. Non si tratta solo di questioni strutturali, ma anche di mobilit\u00e0 e di come preservare la qualit\u00e0, gli spazi verdi e la storia della citt\u00e0.<\/p>\n<p>Le persone devono poter vivere e lavorare a Uster anche in futuro. A tal fine sono necessari regolamenti e leggi, che la citt\u00e0 pu\u00f2 definire attraverso il regolamento edilizio e urbanistico (BZO) e i piani di progettazione.<\/p>\n<p>La compensazione sul valore aggiunto \u00e8 stata discussa anche a Uster ed \u00e8 stata infine fissata al 30%. \"Prima di tutto, abbiamo avuto un piano di progettazione da parte di un promotore privato per un sito industriale, che \u00e8 stato realizzato in conformit\u00e0 con la legge sull'imposta sul valore aggiunto e che \u00e8 stato esaminato\", ha detto Thalmann. \u00c8 stato raggiunto un accordo con lo sviluppatore che prevedeva di non pagare. Ma negli uffici edilizi mancano anche gli specialisti che si occupano delle licenze edilizie. \"In passato le licenze edilizie erano libri sottili, oggi sono libri spessi, perch\u00e9 bisogna tenere conto di molte cose e prestarvi attenzione\", spiega il presidente della citt\u00e0. Se entra in gioco anche il Cantone, spesso ci vuole ancora pi\u00f9 tempo.<\/p>\n<p>Regolamentazione \u00e8 una parola irritante perch\u00e9 interessi diversi si scontrano. Ma \u00e8 un tentativo di migliorare un cattivo stato di cose.
