Allo stesso tempo, la crescente domanda di immobili ha portato a un forte aumento dei prezzi.<\/p>\n<p>Esistono quindi \"incertezze non trascurabili\" sul modo in cui l'elevato livello di indebitamento influirebbe sulla capacit\u00e0 di tenuta del settore finanziario e dell'economia svizzera in caso di un aumento significativo dei tassi di interesse - combinato con una correzione dei prezzi sul mercato immobiliare. Nei loro rapporti nazionali, l'OCSE e il FMI hanno gi\u00e0 ripetutamente raccomandato alla Svizzera di eliminare gli incentivi fiscali all'indebitamento delle famiglie, nell'ottica della stabilit\u00e0 finanziaria.<\/p>\n<p>Sulla base del rapporto, il Comitato consultivo \"Futuro della piazza finanziaria\" raccomanda al Consiglio federale di impegnarsi per una modifica del sistema di tassazione del valore locativo. In particolare, si dovrebbe rinunciare alla tassazione del valore locativo figurativo e, in cambio, non dovrebbero pi\u00f9 essere deducibili i costi immobiliari sostenuti per le propriet\u00e0 residenziali occupate dai proprietari, in particolare gli interessi passivi.<\/p>\n<p>Tuttavia, il Consiglio federale ha annunciato che al momento non intende proporre una simile modifica del sistema. Negli ultimi anni sono stati fatti vari tentativi per dare una nuova base alla tassazione della propriet\u00e0 residenziale. Questi tentativi sono sempre falliti in Parlamento o nei referendum.<\/p>\n<p>Il rapporto del gruppo di lavoro \u00e8 stato redatto su raccomandazione di un gruppo di esperti sull'ulteriore sviluppo della strategia dei mercati finanziari sotto la guida del professor Aymo Brunetti. Alla fine del 2014, il gruppo di esperti ha raccomandato di analizzare i rischi economici degli incentivi all'indebitamento privato e, in particolare, di esaminare in che misura gli incentivi fiscali all'indebitamento aumentino i rischi per la stabilit\u00e0 del sistema finanziario.
