Sull'appezzamento venduto, la citt\u00e0 vuole realizzare un complesso residenziale; ha pagato al cantone 51,1 milioni di franchi. Il secondo lotto di terreno, che rimarr\u00e0 come area verde per tutto il periodo di locazione dell'edificio di 40 anni, \u00e8 stato dato dal cantone gratuitamente. Il corrispondente contratto di locazione e vendita dell'edificio \u00e8 diventato legalmente vincolante nel 2018 con la modifica del piano regolatore.<\/p>\n<p>Sulla base di un'analisi di numerosi documenti e interviste, \u00e8 stato messo in dubbio che il cantone abbia venduto la propriet\u00e0 di Viererfeld a un prezzo in linea con il mercato, secondo la GPK. Come parte delle attivit\u00e0 finanziarie, i due pacchi avrebbero dovuto essere valutati e venduti al valore di mercato. Prima della deduzione del prelievo sul valore aggiunto, il pacco di Viererfeld venduto avrebbe avuto un valore di tre milioni di euro, secondo un calcolo del Controllo finanziario. Certo, questo valore non deve essere equiparato al prezzo di vendita potenziale, perch\u00e9 un investitore potenziale dedurrebbe alcuni costi che dovrebbe sostenere lui stesso. Tuttavia, \u00e8 ovvio che il prezzo di vendita raggiunto \u00e8 in una gamma che \u00e8 molto lontano dai calcoli della revisione finanziaria, afferma il GPK.<\/p>\n<p>Come indicazione che il terreno non \u00e8 stato probabilmente venduto al prezzo di mercato, la commissione considera che era chiaro molto presto che la citt\u00e0 di Berna voleva realizzare un'alta proporzione di alloggi sociali. Con il prezzo concesso, il cantone aveva indirettamente co-sostenuto l'alloggio senza scopo di lucro.
