Otto cantoni, quattro partiti politici, l'Associazione svizzera delle citt\u00e0, le organizzazioni degli inquilini e le associazioni professionali e della ristorazione si sono espressi a favore. Ci sono state critiche su singole disposizioni da entrambe le parti: Per alcuni, la legge \u00e8 andata troppo lontano, per altri non abbastanza.<\/p>\n<p>Sulla base del feedback, il progetto di legge \u00e8 stato modificato in alcuni punti; tuttavia, nel complesso, la legge sull'affitto delle imprese Covid 19 \u00e8 strettamente orientata alla formulazione delle due mozioni commissionali identiche del Consiglio nazionale e del Consiglio degli Stati, secondo il Consiglio federale.<\/p>\n<h2>Altri regolamenti rimangono validi<\/h2>\n<p>La legge si rivolge agli affittuari e ai locatari di imprese o stabilimenti come ristoranti o saloni di parrucchiere che sono stati chiusi a causa dell'ordinanza Covid 19, o strutture sanitarie che hanno dovuto ridurre le loro attivit\u00e0 a causa della stessa ordinanza. Per il periodo della chiusura imposta, dovrebbero pagare solo 40% dell'affitto o della locazione. Per le strutture sanitarie che hanno dovuto ridurre le loro operazioni, questo vale per un massimo di due mesi.<\/p>\n<p>Il regolamento si riferisce a un affitto netto o a una locazione netta di un massimo di 20.000 franchi al mese e alla propriet\u00e0. Nel caso di un affitto o di una locazione tra i 15'000 e i 20'000 franchi, entrambe le parti del contratto di locazione devono poter rinunciare al regolamento legale con una notifica scritta unilaterale. Restano validi gli accordi espressi in senso contrario dalle parti contraenti.<\/p>\n<p>I padroni di casa e i locatori che si trovano in notevoli difficolt\u00e0 economiche a causa della perdita dei pagamenti dell'affitto o della locazione, potranno richiedere una compensazione finanziaria al governo federale. Questo sarebbe il caso, per esempio, se si applica l'affitto di puro costo o se si pu\u00f2 provare che la perdita finanziaria minaccia l'esistenza economica del richiedente, secondo il Consiglio federale.<\/p>\n<p>Nella sua comunicazione, il Consiglio federale ribadisce che si attiene alla sua posizione precedente, secondo la quale l'interferenza nelle relazioni di diritto privato tra inquilini e proprietari deve essere evitata. Si astiene quindi dal chiedere al parlamento di approvare questo progetto di legge.
