Pertanto, dei 48.000 mq di superficie lorda di pavimento consentiti, almeno 24.000 mq devono essere utilizzati a fini residenziali. Nel programma originario erano previste fino a 200 camere d'albergo, da 90 a 140 appartamenti e uffici per circa 16.000 m\u00b2.
