In futuro, il tasso di interesse sul valore di mercato dei terreni si baser\u00e0 sulla media ventennale del tasso di interesse delle obbligazioni federali a 20 anni. I contratti di locazione degli edifici sono stipulati per un periodo compreso tra 60 e 80 anni. Dopo aver preso in considerazione le caratteristiche specifiche dell'immobile, il tasso di interesse target \u00e8 compreso tra il 3 e il 4,5%. Il canone di locazione dell'edificio viene adeguato ogni cinque anni, tenendo pienamente conto dell'indice nazionale dei prezzi al consumo (CPI). L'indennit\u00e0 di reversibilit\u00e0, con la quale gli edifici vengono risarciti alla scadenza del contratto di locazione, \u00e8 solitamente compresa tra il 60 e il 90% del valore di mercato, a seconda degli edifici presenti nella propriet\u00e0 in questione.<\/p>\n<p>In futuro, Berna disporr\u00e0 di un modello di contratto di locazione degli edifici per i canoni di locazione degli edifici alle associazioni edilizie senza scopo di lucro. A differenza dei prelievi sugli investitori orientati al rendimento, non \u00e8 il valore di mercato del terreno a determinare il canone di locazione dell'edificio, ma i limiti dei costi di investimento stabiliti dall'Ufficio federale per gli alloggi. A seconda della qualit\u00e0 dell'ubicazione e dell'utilizzo, si calcola una quota del valore fondiario che va dal 15 a un massimo del 20 percento, sulla quale viene applicato un interesse minimo del 3 percento. Ci\u00f2 si traduce in un canone annuo di locazione dell'edificio compreso tra 17 e 24 franchi svizzeri per metro quadrato di superficie tassabile (superficie lorda). Il canone di locazione dell'edificio viene adeguato dopo cinque anni, come nel caso delle locazioni standard di mercato, anche se viene presa in considerazione solo la met\u00e0 dell'inflazione indicata dal LIK. A seconda dell'edificio, l'indennizzo di reversibilit\u00e0 ammonta anche al 60-90% del valore attuale o della condizione.<\/p>\n<p>Il fatto che le associazioni edilizie senza scopo di lucro ricevano condizioni migliori rispetto agli investitori orientati al rendimento al momento della concessione dei diritti di costruzione \u00e8 inteso come un contributo alla promozione dell'edilizia senza scopo di lucro nella citt\u00e0 di Berna, afferma il consiglio comunale. In cambio, i promotori edilizi che stipulano contratti di locazione dovrebbero soddisfare dei requisiti, come il principio dell'affitto a prezzo di costo per gli appartamenti.
