La modification du plan de zone pour le site concern\u00e9, qui appartient \u00e0 Migros Ostschweiz et aux CFF, doit permettre un d\u00e9veloppement dense et mixte en termes d'utilisation comme nouveau centre de quartier. Le d\u00e9veloppement des sites urbains doit \u00eatre confi\u00e9 \u00e0 des organismes de planification priv\u00e9s.<\/p>\n<p>La strat\u00e9gie de d\u00e9veloppement interne de la ville de Saint-Gall mise sur la densification le long du fond de la vall\u00e9e dans les zones de Winkeln, Bruggen - Haggen, Lerchenfeld et St. Fiden. Avec les propri\u00e9taires fonciers respectifs et d'autres personnes concern\u00e9es, la ville a \u00e9labor\u00e9 des mod\u00e8les pour le d\u00e9veloppement futur. Ces processus sont d\u00e9j\u00e0 bien avanc\u00e9s \u00e0 Winkeln et Bruggen\/Haggen ainsi qu'\u00e0 Lerchenfeld. La ville poursuit maintenant sa planification dans la zone St. Fiden\/Heiligkreuz.<\/p>\n<p>La zone St. Fiden\/Heiligkreuz dispose d'une situation centrale \u00e0 proximit\u00e9 des foires Olma, de la zone de d\u00e9veloppement Steinachstrasse et du site de l'h\u00f4pital, ainsi que d'un bon raccordement aux transports. \u00abIl offre ainsi les meilleures conditions pour devenir un quartier d'habitation attractif et un site d'implantation pour les entreprises sp\u00e9cialis\u00e9es dans les sciences de la vie, les technologies de la sant\u00e9 et les TIC, ainsi que pour les institutions publiques ax\u00e9es sur la formation\u00bb, \u00e9crit la ville. La ville entend accorder une attention particuli\u00e8re \u00e0 l'am\u00e9nagement des espaces libres, \u00e0 la mise en r\u00e9seau des quartiers environnants et \u00e0 la liaison avec la gare de St. Fiden.<\/p>\n<h3>La modification du plan de zone est avanc\u00e9e<\/h3>\n<p>A l'origine, il \u00e9tait pr\u00e9vu de recouvrir les voies et la route nationale. Apr\u00e8s l'\u00e9chec de ce projet - les CFF ont d\u00e9cid\u00e9 de s'y opposer en 2022 - la ville a cherch\u00e9 le dialogue avec les propri\u00e9taires fonciers, les investisseurs et les promoteurs immobiliers. La cr\u00e9ation d'une zone de d\u00e9veloppement prioritaire est d\u00e9sormais pr\u00e9vue comme base juridique pour le d\u00e9veloppement dans le cadre de la modification du plan de zone. Les zones de d\u00e9veloppement prioritaire permettent de nouvelles constructions dans des zones qui doivent \u00eatre utilis\u00e9es de mani\u00e8re diversifi\u00e9e et d\u00e9velopp\u00e9es de mani\u00e8re adaptable \u00e0 l'avenir. \u00abAvec les r\u00e9sultats de planification obtenus jusqu'\u00e0 pr\u00e9sent, on dispose d\u00e9j\u00e0 de bases suffisantes pour la modification du plan de zone\u00bb, explique la ville.<\/p>\n<p>Sur les sites urbains, des concepts doivent \u00eatre \u00e9labor\u00e9s avec la participation d'acteurs priv\u00e9s de la planification. Pour l'ancien site ferroviaire de la Bachstrasse, il est pr\u00e9vu d'organiser un concours pour les investisseurs et les promoteurs immobiliers avec attribution d'un droit de superficie. L'aire \u00abFellhof\u00bb doit \u00eatre c\u00e9d\u00e9e en droit de superficie \u00e0 des promoteurs immobiliers d'utilit\u00e9 publique. Les \u00e9tapes de planification mentionn\u00e9es, \u00e0 savoir la modification du plan de zone et les lignes directrices, ainsi que les appels d'offres pour les terrains municipaux, se d\u00e9roulent dans le cadre du cr\u00e9dit de planification existant.<\/p>\n<p>Le directeur des travaux publics Markus Buschor laisse entrevoir dans le \u00abTagblatt\u00bb un d\u00e9but de construction dans les cinq ou six ans. Dans un premier temps, on s'en tiendra aux affectations interm\u00e9diaires, le site de Fellhof tout \u00e0 l'est de la zone devant \u00eatre d\u00e9velopp\u00e9 avec des logements coop\u00e9ratifs, explique l'urbaniste Florian Kessler. Ensuite, dans un deuxi\u00e8me temps, il s'agira de la zone situ\u00e9e au nord des voies ferr\u00e9es. Kessler parle d'une ouverture du ruisseau, d'une passerelle suppl\u00e9mentaire au-dessus des voies et de la poursuite du d\u00e9veloppement immobilier. Enfin, ce sera le tour de la zone situ\u00e9e autour de la Steinachstrasse, au sud des voies.<\/p>\n<h3>Trois grands projets de 100.000 m\u00b2 de surface brute de plancher<\/h3>\n<p>Kessler est d'ailleurs mont\u00e9 sur sc\u00e8ne ces jours-ci lors de l\u00ab\u00bbImmodialog Ost\u00ab \u00e0 Saint-Gall. Lors de cette manifestation, organis\u00e9e par Galledia, la maison d'\u00e9dition de \u00bbImmobilienbusiness\", il a \u00e9galement \u00e9voqu\u00e9 les autres grands projets dans les secteurs Winkeln\/Arena et Bruggen-Haggen\/Lerchenfeld. Tous trois pr\u00e9sentent des surfaces brutes de plancher d'environ 100 000 m\u00e8tres carr\u00e9s et une affectation mixte avec des parts \u00e0 peu pr\u00e8s \u00e9gales d'habitat et de travail.
