La liste des interventions sur le march\u00e9 par lesquelles la politique entend ma\u00eetriser le probl\u00e8me du logement va probablement s'allonger. Des initiatives au niveau f\u00e9d\u00e9ral et cantonal pourraient conduire \u00e0 un plafonnement des loyers, une modification de la Constitution est m\u00eame en discussion et l'introduction de droits de pr\u00e9emption ainsi que le renforcement de la Lex Koller sont \u00e9galement discut\u00e9s. Le mod\u00e9rateur Christian Kraft de la Haute \u00e9cole de Lucerne a montr\u00e9 dans son expos\u00e9 d'introduction que la r\u00e9glementation existante est en partie responsable de la hausse exorbitante des prix de l'offre. Dans son expos\u00e9, il a par ailleurs clairement indiqu\u00e9 que le secteur immobilier est ouvert \u00e0 des r\u00e8gles claires et qu'il se consid\u00e8re comme une partie de la solution pour plus de logements abordables. Pour att\u00e9nuer la p\u00e9nurie de logements, le politicien socialiste a notamment demand\u00e9 un assouplissement de la protection contre le bruit, une r\u00e9glementation plus efficace des oppositions et une facilitation des changements d'affectation. Bien s\u00fbr, B\u00e4rtschiger avait aussi dans ses bagages des id\u00e9es qui vont dans une autre direction : La taxation des logements vacants par exemple, davantage de construction de logements par l'Etat et - last but not least - une influence sur les prix des loyers. La r\u00e9gulation est malheureusement n\u00e9cessaire, a d\u00e9clar\u00e9 B\u00e4rtschiger, qui a d\u00e9duit de la Constitution f\u00e9d\u00e9rale le mandat d'intervenir sur le march\u00e9 du logement en faveur des plus faibles. Les soci\u00e9t\u00e9s anonymes immobili\u00e8res ne poss\u00e8dent que 1% des logements lou\u00e9s, et sur les 21 % de logements locatifs suisses d\u00e9tenus par des institutionnels, la plus grande partie revient aux caisses de pension. Comme chacun sait, il ne s'agit pas pour elles d'\u00eatre avides de rendements maximums, mais d'assurer la pr\u00e9voyance vieillesse de larges couches de la soci\u00e9t\u00e9. Une meilleure communication de la part du secteur serait donc de mise. Kucher a demand\u00e9 aux entreprises de faire davantage pour la visibilit\u00e9 m\u00e9diatique. Mais il est \u00e9galement important que la force de compromis, qui, selon B\u00e4rtschiger, \u00e9tait autrefois plus prononc\u00e9e, se d\u00e9veloppe \u00e0 nouveau. Au vu de la dimension sociale de la question du logement, Christian Kraft a r\u00e9sum\u00e9 la situation en ces termes : \"Nous devons aller les uns vers les autres\".<\/p>\n<div id='gallery-1'
