Un d\u00e9s\u00e9quilibre est surtout visible dans la r\u00e9partition de la croissance des cr\u00e9dits : Alors que les grandes banques comme l'UBS ont r\u00e9duit leur volume d'hypoth\u00e8ques apr\u00e8s le rachat du Credit Suisse, les banques cantonales, les banques Raiffeisen et surtout les caisses de pension ont augment\u00e9 - \u00e0 un faible niveau.<\/p>\n<p>Davidson a soulign\u00e9 la domination des banques sur le march\u00e9 hypoth\u00e9caire suisse et a compar\u00e9 le march\u00e9 am\u00e9ricain, o\u00f9 les banques n'assurent plus qu'environ 30 % des financements de logements, \u00e0 un mod\u00e8le de pens\u00e9e. Cela soul\u00e8ve la question de savoir si des formes de financement alternatives telles que les fonds de dette vont gagner en importance en Suisse \u00e9galement. C'est sur cette perspective qu'il a pass\u00e9 le relais aux intervenants charg\u00e9s d'\u00e9clairer le probl\u00e8me du point de vue de la r\u00e9glementation bancaire, des financeurs alternatifs et des promoteurs.<\/p>\n<h3>B\u00e2le III, principal moteur du resserrement du cr\u00e9dit<\/h3>\n<p>Adrian Wenger, partenaire chez VZ Verm\u00f6genszentrum, a identifi\u00e9 trois raisons principales \u00e0 cette situation tendue. Outre la fusion d'UBS et de CS et l'augmentation du volant de s\u00e9curit\u00e9 anticyclique par la BNS, le facteur d\u00e9cisif est la mise en \u0153uvre de B\u00e2le III. Le changement massif se manifeste dans les financements de construction pour les objets de rendement : Alors que jusqu'\u00e0 pr\u00e9sent, le facteur de pond\u00e9ration \u00e9tait de 35 %, les cr\u00e9dits avec un nantissement de plus de 70 % doivent d\u00e9sormais \u00eatre couverts par un facteur de 150 %. Cela quadruple pratiquement les fonds propres que la banque doit d\u00e9poser pour un tel financement. \"Cela a bien s\u00fbr une influence sur la marge\", a soulign\u00e9 Wenger. Pour atteindre le rendement des fonds propres exig\u00e9, les marges sur les cr\u00e9dits \u00e0 la construction devraient augmenter massivement.<\/p>\n<p>Il a identifi\u00e9 les b\u00e9n\u00e9ficiaires de cette \u00e9volution comme \u00e9tant les propri\u00e9taires priv\u00e9s avec un faible taux d'endettement qui construisent pour leurs propres besoins. Pour eux, les exigences en mati\u00e8re de fonds propres diminuent, ce qui en fait un nouveau groupe cible tr\u00e8s convoit\u00e9 par les banques. Pour les promoteurs, en revanche, l'offre se fait plus rare et plus ch\u00e8re. Sa conclusion : les banques se trouvent encore dans une phase d'orientation, ce qui conduira dans les ann\u00e9es \u00e0 venir \u00e0 un octroi de cr\u00e9dit restrictif, en particulier pour les pr\u00eats sup\u00e9rieurs \u00e0 60 %.<\/p>\n<h3>Les fonds de dette, une alternative flexible<\/h3>\n<p>Kevin Hinder, CEO de Property One, a pr\u00e9sent\u00e9 les fonds de dette comme une solution possible au d\u00e9ficit de financement qui s'est cr\u00e9\u00e9. Il a mis en lumi\u00e8re le march\u00e9 des hypoth\u00e8ques de second rang, qui est certes encore petit, mais en forte croissance. Les fonds de dette pourraient financer des projets avant m\u00eame que le permis de construire ne soit d\u00e9livr\u00e9 ou en l'absence d'un \u00e9tat locatif complet, permettant ainsi aux d\u00e9veloppeurs de saisir les opportunit\u00e9s du march\u00e9. Il a montr\u00e9, \u00e0 l'aide d'exemples pratiques, comment les d\u00e9tenteurs de stocks peuvent se d\u00e9velopper gr\u00e2ce \u00e0 des cr\u00e9dits de rang inf\u00e9rieur, comment les d\u00e9veloppeurs peuvent combler le temps n\u00e9cessaire \u00e0 l'obtention du cr\u00e9dit de construction (financement de pont) ou comment les acheteurs peuvent s'assurer un avantage dans le processus d'ench\u00e8re gr\u00e2ce \u00e0 une promesse de financement rapide.<\/p>\n<p>Hinder a soulign\u00e9 la forte demande, qui est encore stimul\u00e9e par B\u00e2le III. Avec un taux de d\u00e9faillance nul, cette classe d'actifs est \u00e9galement un compl\u00e9ment attractif pour les investisseurs institutionnels, garanti par l'immobilier et pr\u00e9sentant une faible corr\u00e9lation avec les autres actifs.<\/p>\n<h3>La perspective pratique d'un d\u00e9veloppeur<\/h3>\n<p>Stefan Gabriel, pr\u00e9sident de la direction de Fortimo, a pr\u00e9sent\u00e9 la r\u00e9alit\u00e9 du point de vue d'un grand promoteur familial. Le financement de gros volumes de projets (\u00e0 partir de 50 millions de francs) est notamment devenu extr\u00eamement difficile, car les banques craignent les gros risques. Un autre point critique serait l'augmentation massive des taux de pr\u00e9-vente pour les propri\u00e9t\u00e9s par \u00e9tage, exig\u00e9s par les banques avant le d\u00e9but des travaux. \"Une exigence de 50 % de quota de vente avant le d\u00e9but de la construction n'est pas r\u00e9aliste\", a d\u00e9clar\u00e9 Gabriel.<\/p>\n<p>En outre, il a observ\u00e9 que les banques faisaient de plus en plus d'op\u00e9rations suppl\u00e9mentaires, comme des op\u00e9rations sur devises ou des placements \u00e0 terme fixe, une condition pour l'octroi d'un cr\u00e9dit. Comme strat\u00e9gie de survie, il a cit\u00e9 la diversification via de nombreux partenaires bancaires, y compris des instituts \u00e9trangers, ainsi qu'une acquisition tr\u00e8s disciplin\u00e9e. Les financements subordonn\u00e9s sont certes une option, mais en raison de leurs co\u00fbts \u00e9lev\u00e9s, c'est une option que l'on essaie d'\u00e9viter autant que possible et que l'on a pu utiliser jusqu'\u00e0 pr\u00e9sent d'autres options, a-t-il ajout\u00e9.<\/p>\n<h3>Normalisation apr\u00e8s l'abondance<\/h3>\n<p>Lors de la table ronde finale, Zoltan Szelyes de Macro Real Estate a relativis\u00e9 la notion de \"credit crunch\". Il a parl\u00e9 d'une \"normalisation\" apr\u00e8s des ann\u00e9es d'abondance de capitaux, durant lesquelles des marges de 40 points de base \u00e9taient courantes. \"A l'\u00e9tranger, je n'ai jamais eu des marges aussi basses\", a d\u00e9clar\u00e9 Szelyes. Le march\u00e9 se diff\u00e9rencie fortement : le financement de logements \u00e0 usage personnel et de bons immeubles de rapport dans le secteur r\u00e9sidentiel reste possible, m\u00eame si les marges sont plus \u00e9lev\u00e9es, de l'ordre de 80 points de base.
