Mais il a \u00e9galement \u00e9t\u00e9 question de la situation dans laquelle se trouve le secteur immobilier : les particuliers passent pour des m\u00e9chants avides de profit qui ne parviennent pas \u00e0 mettre \u00e0 disposition les logements dont ils ont un urgent besoin. L'animateur Markus Schmidinger, de la Haute \u00e9cole de Lucerne, a ainsi esquiss\u00e9 la situation initiale d\u00e9plorable et a pos\u00e9 la question suivante : le secteur immobilier est-il le probl\u00e8me, la solution r\u00e9side-t-elle dans des alternatives fondamentales - par exemple les coop\u00e9ratives de construction - ou m\u00eame dans un changement de syst\u00e8me ?<\/p>\n<p>Pour le d\u00e9bat sur l'immobilier, la pr\u00e9sence de Peter Schmid s'est av\u00e9r\u00e9e \u00eatre une aubaine. Avec ce pilier de la sc\u00e8ne des coop\u00e9ratives d'habitation, c'est un repr\u00e9sentant de l'autre camp qui s'est pr\u00eat\u00e9 \u00e0 la discussion - et il l'a fait de mani\u00e8re extr\u00eamement constructive. Non pas qu'un pont se soit ouvert de mani\u00e8re surprenante lors de la manifestation, au-del\u00e0 de tous les clivages. Mais il a r\u00e9ussi \u00e0 faire quelque chose dont le d\u00e9bat, pas toujours tr\u00e8s clair, a \u00e9galement grand besoin : mettre \u00e0 jour le d\u00e9saccord entre les camps.<\/p>\n<h3>Les prix des terrains, facteurs de co\u00fbts<\/h3>\n<p>Le chemin a commenc\u00e9 par un expos\u00e9 du professeur de la HSLU, Christian Kraft. En quelques minutes, celui-ci a r\u00e9ussi \u00e0 mettre en ordre cette vaste th\u00e9matique aux multiples facettes et \u00e0 analyser les options. Le prix du terrain s'est av\u00e9r\u00e9 \u00eatre le principal facteur de co\u00fbts. Kraft a fait le calcul : A Zurich, ils ont augment\u00e9 de mani\u00e8re si exorbitante que, dans le calcul des projets, les loyers bas\u00e9s sur les co\u00fbts ne sont plus tr\u00e8s nettement inf\u00e9rieurs aux loyers du march\u00e9. Le responsable du d\u00e9veloppement d'Allreal a montr\u00e9, \u00e0 l'aide d'un projet concret, que ceux qui doivent construire des logements sont parfois aussi concern\u00e9s par la forte augmentation du prix des terrains. Il y a quelques ann\u00e9es, Allreal a d\u00fb mettre sur la table un total de 31 millions, soit 17.000 francs le m\u00e8tre carr\u00e9, pour un terrain zurichois - et a ainsi enrichi les propri\u00e9taires qui, en 20 ans, avaient r\u00e9alis\u00e9 une plus-value de 25 millions gr\u00e2ce \u00e0 quatre reclassements. Compte tenu du prix \u00e9lev\u00e9 des terrains, les d\u00e9veloppeurs de projets eux-m\u00eames ont donc int\u00e9r\u00eat \u00e0 une exploitation maximale, mais celle-ci n'est souvent pas recherch\u00e9e. Pourquoi les surfaces potentielles restent-elles en friche ? Parce que, selon Dambacher, les promoteurs \u00e9vitent un long dialogue avec la politique et \u00e9vitent les plans d'am\u00e9nagement. Il d\u00e9plore de \"grands foss\u00e9s\", l'entente avec les conseils municipaux est plus difficile qu'il y a quelques ann\u00e9es. Mais vus \u00e0 travers le prisme des coop\u00e9ratives de ce dernier, ils apparaissaient sous un tout autre jour. Le th\u00e8me du prix des terrains, par exemple, occupait certes une place centrale dans l'\u00e9tat des lieux de Schmid. Mais alors que Dambacher avait soulign\u00e9 que les prix des terrains n'\u00e9taient qu'une fonction d'une demande \u00e9lev\u00e9e et d'une offre beaucoup trop faible, Schmid voyait le c\u0153ur du mal dans le processus de cr\u00e9ation de la plus-value fonci\u00e8re elle-m\u00eame - et dans son \u00e9cr\u00e9mage. Schmid a remis en question le fait que la plus-value fonci\u00e8re cr\u00e9\u00e9e, par exemple, par le d\u00e9classement d'un terrain, est dans la nature des choses. Schmid a trouv\u00e9 son principal adversaire en la personne de Dambacher, qui a r\u00e9torqu\u00e9 : il est empiriquement prouv\u00e9 que l'immigration est responsable des prix \u00e9lev\u00e9s. Le mod\u00e8le coop\u00e9ratif, qui permet des loyers avantageux parfois gr\u00e2ce \u00e0 des valeurs comptables fonci\u00e8res inchang\u00e9es depuis des d\u00e9cennies, est \"un \u00eelot \u00e9conomique\", et il a affirm\u00e9 : \"Il y a une plus-value\". Dans le mod\u00e8le coop\u00e9ratif, le rendement de la plus-value n'est pas supprim\u00e9, mais redistribu\u00e9, comme Christian Kraft l'a ajout\u00e9 plus tard. Le b\u00e9n\u00e9ficiaire est ici le locataire, qui peut habiter \u00e0 un prix avantageux dans un endroit tr\u00e8s convoit\u00e9. Et il ne faut pas oublier : Dans ce mod\u00e8le aussi, il y a un propri\u00e9taire, le coop\u00e9rateur, et on pourrait dire de lui qu'il est priv\u00e9 de la plus-value.<\/p>\n<h3>Le secteur doit se soucier de son image<\/h3>\n<p>Le grand \u00e9l\u00e9phant dans la pi\u00e8ce - la question du changement de syst\u00e8me, l'abolition de la propri\u00e9t\u00e9 priv\u00e9e du sol et de la terre - a \u00e9galement \u00e9t\u00e9 discut\u00e9e \u00e0 la fin. L'une des interventions les plus intelligentes de la soir\u00e9e a \u00e9t\u00e9 celle de Christian Kraft, qui a estim\u00e9 que m\u00eame des revendications fondamentales telles que la communautarisation du foncier ou l'abolition des normes d'\u00e9valuation actuelles \u00e9taient certes l\u00e9gitimes, mais qu'il n'y avait aucune garantie qu'elles m\u00e8nent \u00e0 l'objectif souhait\u00e9. Ce qui est certain, en revanche, c'est qu'il s'agit d'une \"longue vall\u00e9e de larmes que nous allons tous traverser\" - comme les droits de douane de Trump, qui, comme on le voit actuellement, secouent d'abord fortement le march\u00e9. Les solutions qui pr\u00e9tendent ne pas \u00eatre id\u00e9ologiques mais pragmatiques doivent se baser sur le syst\u00e8me existant. \"Et nous vivons en Suisse, o\u00f9 le droit de propri\u00e9t\u00e9 existe\".<\/p>\n<p>La discussion n'\u00e9tait pas seulement passionn\u00e9e, mais aussi honn\u00eate, et l'impression qu'il n'y avait pas de possibilit\u00e9 de compr\u00e9hension au-del\u00e0 des camps ne s'est pas produite. M\u00eame dans le secteur priv\u00e9, tout profit n'est pas consid\u00e9r\u00e9 comme sacro-saint - Dambacher a par exemple propos\u00e9 de trouver des moyens de pr\u00e9lever une partie raisonnable des b\u00e9n\u00e9fices sp\u00e9culatifs r\u00e9alis\u00e9s lors de la vente de terrains et d'en faire profiter les locataires.<\/p>\n<p>En revanche, Schmid a montr\u00e9 \u00e0 de nombreux endroits non seulement de la compr\u00e9hension pour les pr\u00e9occupations de l'\u00e9conomie priv\u00e9e, mais il les a m\u00eame partag\u00e9es. \"Nous, les coop\u00e9ratives, avons les m\u00eames soucis\", a-t-il d\u00e9clar\u00e9 face aux nombreux obstacles dont se plaignent les promoteurs \u00e0 but lucratif - oppositions, processus de longue haleine, densit\u00e9 r\u00e9glementaire croissante due \u00e0 la LSE et maintenant aussi \u00e0 la protection des sites Isos. Il voit un d\u00e9nominateur commun, a d\u00e9clar\u00e9 Schmid. Celui-ci s'exprime aussi dans le fait qu'il estime que les cons\u00e9quences des initiatives zurichoises de protection du logement seront n\u00e9gatives \u00e0 long terme, ce qui ne lui permet pas de parler au nom du camp coop\u00e9ratif dans son ensemble.<\/p>\n<p>Et le secteur de l'immobilier s'est montr\u00e9 tr\u00e8s critique envers lui-m\u00eame : Ces derniers temps, la d\u00e9fense des int\u00e9r\u00eats a \u00e9t\u00e9 trop ax\u00e9e sur le lobbying et la communication n'a pas toujours \u00e9t\u00e9 intelligente. Au vu de l'ambiance n\u00e9gative qui r\u00e8gne dans la soci\u00e9t\u00e9, l'animateur Markus Schmidinger a conclu la soir\u00e9e en lan\u00e7ant un appel : Il est temps que le secteur s'engage
