C'\u00e9tait un lieu inhabituel pour un d\u00e9bat sur l'immobilier. Mais en Suisse orientale, il se passe justement des choses extraordinaires, et cela a \u00e9t\u00e9 d\u00e9montr\u00e9 de mani\u00e8re exemplaire \u00e0 Sulgen. Entre Kreuzlingen et Saint-Gall, un type de cr\u00e9ation de valeur qui ne semble pas correspondre \u00e0 la logique industrielle de notre \u00e9poque a vu le jour. Des r\u00e9frig\u00e9rateurs y ont r\u00e9cemment \u00e9t\u00e9 construits. Beaucoup pensaient que le temps de ce type de production en Suisse \u00e9tait r\u00e9volu. Mais avec cet immeuble de production innovant, V-Zug a r\u00e9ussi \u00e0 contrer la tendance \u00e0 l'exode industriel. Le choix final de la Suisse orientale n'\u00e9tait pas une question de patriotisme. Pour un investissement de l'ordre de plus de 70 millions de francs, ce sont des faits concrets qui ont fait pencher la balance. \"Chez V-Zug, on sait tr\u00e8s bien calculer\", a d\u00e9clar\u00e9 Andreas Albrecht, directeur de la division r\u00e9frig\u00e9ration. La politique a agi avec d\u00e9termination et a fait son possible pour rendre l'implantation possible : Il n'a fallu que trois mois \u00e0 la commune et au canton pour modifier le zonage. Le professeur d'\u00e9conomie immobili\u00e8re \u00e0 l'universit\u00e9 de Lucerne a pos\u00e9 la question suivante lors du \"Immobiliengespr\u00e4ch\" : qu'est-ce que la Suisse orientale fait de bien, qu'est-ce qu'elle fait peut-\u00eatre m\u00eame mieux que le reste de la Suisse ? Il n'y a pas eu de r\u00e9ponse simple, mais plut\u00f4t une s\u00e9rie de facteurs \u00e0 mentionner. Des mesures infrastructurelles clairvoyantes par exemple, les prix plus bas de l'immobilier ont \u00e9galement contribu\u00e9 au d\u00e9veloppement, et depuis peu, de grandes m\u00e9gatendances jouent \u00e9galement en faveur de la Suisse orientale, comme le home office. \"Beaucoup de ceux qui travaillent \u00e0 Zurich ont \u00e9largi leur rayon de recherche\", a d\u00e9clar\u00e9 Robert Weinert, Head of Immo-Monitoring chez W\u00fcest Partner. Si l'on ne doit plus faire la navette que deux ou trois jours par semaine, les loyers moins \u00e9lev\u00e9s en Suisse orientale sont un argument de poids. C'est ce qu'a d\u00e9clar\u00e9 Michael Breitenmoser, directeur du d\u00e9veloppement immobilier Est de HRS. Et le march\u00e9 est toujours caract\u00e9ris\u00e9 par de petites structures par rapport aux grandes villes comme Zurich. Une entreprise comme HRS, qui mise sur de grands projets, doit donc faire preuve d'imagination pour placer de gros volumes sur le march\u00e9. Breitenmoser a montr\u00e9 comment cela fonctionne. Penser aux groupes d'utilisateurs les plus divers lors de la conception est un \u00e9l\u00e9ment central, des jeunes c\u00e9libataires aux seniors en passant par les familles, et aussi bien les locataires que les propri\u00e9taires. En outre, on mise sur des id\u00e9es innovantes, par exemple dans le projet \"Neuhus\" \u00e0 Rorschacherberg sur la coop\u00e9rative d'infrastructure, un concept d'habitat qui veut offrir aux utilisateurs une plus-value gr\u00e2ce \u00e0 une cohabitation v\u00e9cue. Les investisseurs qui pensent de cette mani\u00e8re se voient offrir de nouvelles voies pour des strat\u00e9gies de densification gr\u00e2ce \u00e0 la l\u00e9gislation intelligente du canton de Saint-Gall. HRS tente de saisir cette opportunit\u00e9, par exemple avec la tour de 70 m\u00e8tres de haut \"Chez Fritz\" \u00e0 Buchs, dont la planification a \u00e9t\u00e9 rendue possible par une zone prioritaire. Cet instrument existe depuis le premier amendement de la loi cantonale sur l'am\u00e9nagement et la construction, et Breitenmoser voit d'autres opportunit\u00e9s dans le deuxi\u00e8me amendement. Celui-ci a \u00e9t\u00e9 adopt\u00e9 en automne et permet de g\u00e9n\u00e9reuses exceptions pour les plans d'affectation sp\u00e9ciaux, en les soumettant \u00e0 des r\u00e9f\u00e9rendums facultatifs. Mais la Suisse orientale n'est pas non plus d\u00e9connect\u00e9e du grand tissu \u00e9conomique de la Suisse et de l'Europe, et le talk de Sulgen a donc aussi abord\u00e9 les th\u00e8mes transversaux. Pour les acteurs de la Suisse orientale, beaucoup de choses d\u00e9pendent bien s\u00fbr de l'\u00e9volution des taux d'int\u00e9r\u00eat. Robert Weinert a exprim\u00e9 une opinion claire \u00e0 ce sujet : il ne pense pas que les hausses de taux d'int\u00e9r\u00eat prendront fin d\u00e8s cette ann\u00e9e. Pour lui, tout indique qu'il y aura encore une ou deux hausses des taux, mais avec une dynamique plus faible. Et ensuite, la question non moins passionnante pos\u00e9e par Tr\u00fcbestein lors du panel : Les prix des logements en propri\u00e9t\u00e9 sont-ils trop \u00e9lev\u00e9s au regard du niveau des taux d'int\u00e9r\u00eat ? Weinert, expert du march\u00e9, ne croit pas \u00e0 une sur\u00e9valuation massive, il souligne que la demande n'a pas du tout disparu. Elle est souvent plus concr\u00e8te. Breitenmoser est du m\u00eame avis : pour les projets de propri\u00e9t\u00e9 de HRS en Suisse orientale, il y a certes moins d'int\u00e9ress\u00e9s, mais ceux qui viennent sont souvent d\u00e9j\u00e0 d\u00e9cid\u00e9s. En ce qui concerne les investisseurs, il constate une plus grande r\u00e9ticence dans les premi\u00e8res phases du projet, mais une fois que les biens immobiliers sont d\u00e9velopp\u00e9s, on trouve toujours des acheteurs. Ils viennent parfois de plus loin - les rendements plus \u00e9lev\u00e9s en Suisse orientale les attirent.
