La commission de gestion du Grand Conseil de la ville de Zurich (GPK) veut maintenant faire renvoyer la proposition. Si le parlement suit la demande, cela entra\u00eenera automatiquement un arr\u00eat de la planification, conform\u00e9ment \u00e0 un accord pass\u00e9 avec l'entrepreneur total. En outre, la validit\u00e9 de l'augmentation des prix annonc\u00e9e par l'entrepreneur total sera v\u00e9rifi\u00e9e, indique EWL Areal AG dans un communiqu\u00e9 de presse.<\/p>\n<p>La CEG a notamment justifi\u00e9 sa demande par le nouveau prix plafond des co\u00fbts du projet. Les co\u00fbts de r\u00e9alisation augmenteraient ainsi d'environ 31,5 millions de CHF, soit environ 16%. \"L'augmentation massive des co\u00fbts est en nette contradiction avec les confirmations ant\u00e9rieures de l'entrepreneur total et est inacceptable pour EWL Areal AG\", \u00e9crit EWL Areal, qui se pr\u00e9sente comme le ma\u00eetre d'ouvrage du d\u00e9veloppement. \"Compte tenu du fait que le prix plafond des co\u00fbts-travaux propos\u00e9 a encore \u00e9t\u00e9 confirm\u00e9 en janvier 2023, EWL Areal AG ne pouvait et ne devait pas s'attendre \u00e0 une augmentation de prix aussi massive, d'autant plus que les bases sur lesquelles l'augmentation des prix est partiellement justifi\u00e9e \u00e9taient connues depuis longtemps\".<\/p>\n<h3>\"Des accusations d\u00e9nu\u00e9es de tout fondement objectif\"<\/h3>\n<p>Halter AG a r\u00e9agi par son propre communiqu\u00e9 de presse. Elle y \u00e9crit : \"Les (...) reproches pr\u00e9sent\u00e9s maintenant, surprenants pour Halter SA, sont d\u00e9nu\u00e9s de tout fondement objectif et irritants\". Le calcul du prix de l'ouvrage pr\u00e9sent\u00e9 en mars 2023 tient compte de surco\u00fbts li\u00e9s \u00e0 des positions qui n'\u00e9taient pas comprises dans le p\u00e9rim\u00e8tre de l'entreprise totale. Halter critique le fait qu'aucun contrat d'entreprise totale n'ait \u00e9t\u00e9 conclu apr\u00e8s l'attribution du march\u00e9. Des modifications du projet \u00e9taient d\u00e9j\u00e0 pr\u00e9visibles \u00e0 ce moment-l\u00e0. Il y a eu ensuite des modifications importantes des commandes des diff\u00e9rents utilisateurs, qui ont n\u00e9cessit\u00e9 des remaniements de la planification. Les co\u00fbts suppl\u00e9mentaires ont \u00e9t\u00e9 calcul\u00e9s et confirm\u00e9s. Les expertises relatives aux sites contamin\u00e9s et aux sols ont \u00e9galement \u00e9t\u00e9 mises \u00e0 jour au fil du temps. De tels postes et leurs risques ne faisaient pas partie de l'offre de l'entreprise totale, ni du prix initial de l'ouvrage. \"Si un contrat d'entreprise totale avait d\u00e9j\u00e0 \u00e9t\u00e9 conclu - comme pr\u00e9vu \u00e0 l'origine -, ils auraient incontestablement \u00e9t\u00e9 factur\u00e9s \u00e0 l'acheteur en tant qu'avenants\". Halter reconna\u00eet que l'\u00e9quipe de planification n'a pas \u00e9t\u00e9 irr\u00e9prochable. Ainsi, le planning de l'\u00e9t\u00e9 2022 a d\u00fb \u00eatre modifi\u00e9 en raison d'interpr\u00e9tations erron\u00e9es. Mais la modification de la dur\u00e9e des travaux \u00e9tait \u00e9galement due en partie \u00e0 des modifications de la commande.<\/p>\n<h3>Pause jusqu'\u00e0 ce que les co\u00fbts soient clairs<\/h3>\n<p>Selon la CEG, les d\u00e9lib\u00e9rations sur le projet seront poursuivies \"lorsque la situation aura \u00e9t\u00e9 r\u00e9\u00e9valu\u00e9e par EWL Areal AG et que la clart\u00e9 aura \u00e9t\u00e9 faite sur les co\u00fbts\". Le conseil municipal souligne que la ville n'est pas le ma\u00eetre d'ouvrage du projet Rotpol, mais une soci\u00e9t\u00e9 anonyme de droit priv\u00e9 avec une participation minoritaire de la ville. L'influence directe est limit\u00e9e, mais il est important pour le conseil municipal \"de pouvoir poser la premi\u00e8re pierre d'un d\u00e9veloppement de quartier durable et orient\u00e9 vers l'avenir avec le projet Rotpol\".<\/p>\n<p>La soci\u00e9t\u00e9 EWL Areal AG se compose d'un tiers des actionnaires, \u00e0 savoir la ville de Lucerne, la coop\u00e9rative g\u00e9n\u00e9rale de construction ABL et EWL Energie Luzern. Ensemble, ils r\u00e9alisent un nouveau centre de s\u00e9curit\u00e9 et de services ainsi que des logements sur le site. EWL et les services municipaux d\u00e9j\u00e0 install\u00e9s (entre autres la protection de l'environnement, le centre d'information g\u00e9ographique et le service des travaux publics) obtiennent de nouveaux locaux sur le site.
