Sur le terrain vendu, la ville veut r\u00e9aliser un ensemble de logements ; elle a vers\u00e9 51,1 millions de CHF au canton \u00e0 cet effet. Le canton a c\u00e9d\u00e9 gratuitement la deuxi\u00e8me parcelle, qui sera conserv\u00e9e comme espace vert pendant toute la dur\u00e9e du droit de superficie, soit 40 ans. Le contrat de droit de superficie et de vente correspondant est entr\u00e9 en vigueur en 2018 avec la modification du plan de zone.<\/p>\n<p>Sur la base d'une analyse de nombreux documents et interrogations, on peut se demander si le canton a vendu le terrain du Viererfeld \u00e0 un prix conforme au march\u00e9, selon la CdG. En effet, en tant que partie int\u00e9grante du patrimoine financier, les deux parcelles auraient d\u00fb \u00eatre \u00e9valu\u00e9es et vendues \u00e0 leur valeur v\u00e9nale. Selon un calcul du Contr\u00f4le des finances, avant d\u00e9duction du pr\u00e9l\u00e8vement de la plus-value, la parcelle vendue du Viererfeld aurait eu une valeur de l'ordre de plusieurs centaines de millions. Certes, cette valeur ne doit pas \u00eatre assimil\u00e9e au prix de vente potentiel, car un investisseur potentiel d\u00e9duirait certains frais qu'il devrait lui-m\u00eame supporter. Mais il est \u00e9vident que le prix de vente obtenu se situe dans une fourchette tr\u00e8s \u00e9loign\u00e9e des calculs du Contr\u00f4le des finances, constate la CdG.<\/p>\n<p>La commission consid\u00e8re comme un indice que le terrain n'a probablement pas \u00e9t\u00e9 vendu au prix du march\u00e9 le fait qu'il \u00e9tait clair tr\u00e8s t\u00f4t que la ville de Berne souhaitait r\u00e9aliser une part importante de logements sociaux. Avec le prix accord\u00e9, le canton a indirectement subventionn\u00e9 la construction de logements d'utilit\u00e9 publique. En outre, le canton a justifi\u00e9 le prix convenu par le fait qu'il s'agissait d'un prix \"net\", qui incluait d\u00e9j\u00e0 une s\u00e9rie de contreparties, comme le pr\u00e9l\u00e8vement de la plus-value. Dans l'ensemble, la transaction ne s'est pas d\u00e9roul\u00e9e de mani\u00e8re suffisamment transparente, critique encore la CdG.
