Une alliance entre l'UDC, le PLR, la majorit\u00e9 du groupe parlementaire du centre et quelques repr\u00e9sentants des Verts lib\u00e9raux s'est impos\u00e9e contre les voix du PS, des Verts et du PEV, qui fait partie du groupe parlementaire du centre.<\/p>\n<p>Le projet du Conseil f\u00e9d\u00e9ral pr\u00e9voyait que les locataires et les fermiers touch\u00e9s par une fermeture administrative ou une forte restriction au printemps ne devraient payer que 40% du loyer pour cette p\u00e9riode - 60% devant \u00eatre \u00e0 la charge des bailleurs. La majorit\u00e9 bourgeoise a justifi\u00e9 son refus par le fait que la loi interviendrait r\u00e9troactivement dans les relations contractuelles priv\u00e9es. De plus, la solution actuelle conduirait \u00e0 une ins\u00e9curit\u00e9 juridique et ne tiendrait pas compte des diff\u00e9rentes entreprises concern\u00e9es.<\/p>\n<p>Apr\u00e8s le rejet du Conseil national, le Conseil des Etats a d\u00e9cid\u00e9 le 2 d\u00e9cembre 2020 de ne pas entrer en mati\u00e8re sur cet objet. La loi est donc d\u00e9finitivement abandonn\u00e9e.<\/p>\n<p>La tentative des politiciens de gauche de s'immiscer dans la libert\u00e9 contractuelle par le biais d'une loi aurait stopp\u00e9 les n\u00e9gociations entre locataires et bailleurs qui, selon le monitoring du Conseil f\u00e9d\u00e9ral, avaient bien d\u00e9marr\u00e9, car tous devaient attendre une \u00e9ventuelle solution l\u00e9gale. \"Cette situation malheureuse est d\u00e9sormais r\u00e9volue\", commente le SVIT Suisse \u00e0 propos du rejet de la loi.
