Pour les loyers mensuels bruts sup\u00e9rieurs \u00e0 5.000 CHF, un syst\u00e8me d'incitation doit favoriser l'entente entre le bailleur et le locataire : Si le bailleur et le locataire se mettent d'accord pour r\u00e9duire le loyer d\u00fb d'un tiers, la Conf\u00e9d\u00e9ration prend en charge un tiers du loyer brut pendant une dur\u00e9e de deux mois, mais au maximum 3.000 CHF. Comme cela pr\u00e9voit une participation financi\u00e8re de la Conf\u00e9d\u00e9ration aux frais de location, il faut s'attendre \u00e0 des d\u00e9penses suppl\u00e9mentaires. Une estimation des co\u00fbts n'a pas encore \u00e9t\u00e9 effectu\u00e9e.<\/p>\n<p>La motion vise \u00e0 soutenir les petites entreprises particuli\u00e8rement touch\u00e9es et financi\u00e8rement faibles. En revanche, la CER-E a rejet\u00e9 les r\u00e9flexions qui pr\u00e9voient une remise de loyer de 70% sur la dur\u00e9e de la fermeture ordonn\u00e9e par les autorit\u00e9s pour toutes les entreprises concern\u00e9es. Compte tenu de la grande diversit\u00e9 des capacit\u00e9s financi\u00e8res des locataires, elle s'oppose \u00e0 une telle solution forfaitaire pour tous les locataires.<\/p>\n<p>L'association Immobilier Suisse (VIS) salue la motion de la CER-E, mais souligne que les accords de partenariat entre locataires et bailleurs restent prioritaires. Si des accords ont d\u00e9j\u00e0 \u00e9t\u00e9 conclus, ils doivent rester valables dans tous les cas. Pour la m\u00eame raison, il est recommand\u00e9 aux parties au contrat de bail de conclure rapidement les n\u00e9gociations en cours.
