Depuis une cinquantaine d'ann\u00e9es, le site, fortement pollu\u00e9, est en grande partie \u00e0 l'abandon et sert principalement de zone de stockage et de parking interm\u00e9diaire.<\/p>\n<p>En tant que propri\u00e9taire du terrain, Energie Wasser Bern (EWB) a tout d'abord pr\u00e9vu de combiner l'assainissement des sites contamin\u00e9s avec un projet de construction et a conclu \u00e0 cet effet un accord de d\u00e9veloppement de projet avec Losinger Marrazi.<\/p>\n<p>Le conseil municipal s'y est oppos\u00e9 ; la ville veut d\u00e9velopper elle-m\u00eame ce site proche du centre. Des logements, des surfaces commerciales et culturelles ainsi que des espaces publics devraient voir le jour. Mais pour cela, la ville doit racheter le terrain \u00e0 EWB.<\/p>\n<p>Comme le communique la ville de Berne, un contrat de vente a \u00e9t\u00e9 n\u00e9goci\u00e9. Le prix d'achat total s'\u00e9l\u00e8ve \u00e0 30,76 millions de CHF. Cette somme comprend le prix du terrain et des b\u00e2timents existants ainsi qu'une indemnisation de 1,95 million au total pour les prestations de planification pr\u00e9alables d'EWB et de Losinger Marazzi. Ind\u00e9pendamment de la transaction d'achat, EWB doit assainir les sites contamin\u00e9s \u00e0 ses propres frais pour un montant estim\u00e9 \u00e0 19,8 millions.<\/p>\n<p>Pour pouvoir d\u00e9velopper le site, il doit \u00eatre reclass\u00e9 ; actuellement, il se trouve dans une zone d'utilit\u00e9 publique.  Comme le terrain n'a pas encore \u00e9t\u00e9 reclass\u00e9 et que le prix d'achat est donc sup\u00e9rieur \u00e0 la valeur actuelle du terrain, la ville prend un certain risque, poursuit le communiqu\u00e9. On ne sait pas encore si la valeur du terrain augmentera \u00e0 l'avenir et cela d\u00e9pend essentiellement de la question de savoir si et comment le terrain sera reclass\u00e9.<\/p>\n<p>Les \u00e9lecteurs doivent se prononcer sur la modification du plan de zone ainsi que sur une \u00e9ventuelle cession en droit de superficie et sur les investissements de la ville de Berne. <em>(ah)<\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>La ville de Berne veut acheter le site de l'usine \u00e0 gaz pour 30,76 millions de CHF afin de d\u00e9velopper un quartier sur la friche industrielle.
