Lucerne: City cancels tender for Littau West

Because only one housing cooperative had applied for the project, the city is now questioning its building rights model for such projects.

In October 2024, the city of Lucerne voluntarily put the Littau West development site out to tender for the sale of building rights to non-profit housing developers. As has now been announced, only one concept was received by the deadline - and this did not convince the city council. The tender will therefore be canceled. "In response, Lucerne's model for building lease sales will be critically evaluated and the next steps for the Littau West site will be determined on this basis," the city continues.

Around 100 non-profit apartments are to be built on an area of 10,225 square meters on the municipal property on the western edge of Littau. The housing cooperative that submitted its concept was unable to convincingly demonstrate the necessary financial resources. In discussions with several stakeholders, it became apparent that various risks associated with the site - e.g. contaminated sites - as well as "interfaces between private and public tasks" made it difficult to submit a bid. "For this reason, the Lucerne model for levies under building rights is being evaluated and developed further," the city said. In addition, the city council will incorporate the findings from the aborted procedure into the response to the two pending housing initiatives, which will be submitted to the city council by the end of 2025.
